Lethal autonomous weapons systems (LAWS) — weapons that select and engage targets without meaningful human control — moved from theoretical to deployed between 2020 and 2025. The UN Group of Governmental Experts on LAWS has met annually since 2014 without producing binding restrictions; the 2023 First Committee resolution passed 164–5 supporting negotiations, but the five nations with the largest LAWS programs (US, Russia, China, UK, India) have blocked treaty progress. Documented deployments now include Turkey's Kargu-2 loitering munition in Libya (UN Panel of Experts report, S/2021/229), Israel's use of the Lavender and Where's Daddy? target-selection systems in Gaza (+972 Magazine, April 2024), and Ukraine's mass deployment of first-person-view drones with AI-assisted targeting since 2023.
The 2026 status is that the debate over “meaningful human control” has been overtaken by deployment reality: systems currently in the field select targets from AI-generated lists that human operators approve at rates suggesting review is nominal. The DoD Directive 3000.09 update (2023) restated the US commitment to human judgment in the use of force, but its “appropriate levels” language leaves the operational meaning to the services. The signal to watch is not whether a treaty passes (unlikely in the current geopolitical climate) but whether battlefield deployment continues to normalize AI targeting to the point where post-hoc regulation is politically unavailable.

Strongest counterargument
The steelman: autonomous weapons already exist and have for decades (Patriot, Aegis, close-in weapons systems), the question has always been about the sensor-shooter loop closing autonomy, and the actual battlefield gain from full autonomy is smaller than the debate suggests. Human-supervised AI targeting produces engagement decisions faster than manual review but no more accurate than existing precision-guided munitions. A treaty banning LAWS would be either unverifiable (an autonomous mode is a software toggle) or would ban capabilities that saved civilian lives in Ukraine (loitering munitions that identify military-only targets more reliably than area-effect artillery). The moral objection — that a machine should not decide who lives — assumes the counterfactual is a human deciding well, when in practice the counterfactual in high-tempo warfare is area weapons deciding worse.
